Distinguish vehicle registration from commercial-use permissions and State licensing rules.
Section 66 generally requires a permit for use of a vehicle as a transport vehicle in a public place, even when it is not carrying passengers or goods. The section contains provisos and exemptions, which must be read before drawing a conclusion. Stage carriage, contract carriage and goods carriage uses have different statutory descriptions; a registration certificate is not a substitute for the permit conditions.
Section 93 separately deals with agents, canvassers and aggregators and requires licensing under the applicable State framework. It says the State Government may follow Central Government aggregator guidelines while issuing licences. This does not make every State's operational rules identical. Check the competent authority, current State rules and permit conditions for the actual service; this study pack does not grant permission to operate a transport business.
Fictional example
Fictional example: a registered private vehicle is proposed for paid passenger trips. The owner must check its classification and applicable permit/licensing requirements, rather than assuming registration alone authorises the service.
