Separate eligibility, vehicle classes, validity and renewal; read the 2026 expiry proviso carefully.
Section 3 generally requires an effective driving licence authorising the person to drive the relevant vehicle; a learner must meet the prescribed learner conditions. Sections 4 and 7 address age and learner restrictions. Permission for one vehicle class is not permission for every class. A licence, a vehicle registration certificate and a transport permit serve different purposes.
Section 14 gives different validity periods for learner, transport and other driving licences. Its proviso inserted in 2026 says a driving licence continues to be effective for thirty days after expiry under subsection (2). That is not automatic renewal and is not the same as a renewal fee window. Section 15 separately governs renewal, including the provision for an application made within one year before expiry and medical-certificate requirements in specified cases. Fictional example: Meera compares her licence's expiry date with sections 14 and 15 before applying for renewal. The thirty-day effectiveness proviso does not issue her a new licence or waive other licence restrictions.
